Using Award Certificates To Raise Moral

I am the human resources manager for an insurance company.  Our branch office employs close to 100 people.  I have noticed that the moral of the employees seems to be rather low.  It used to feel much more upbeat and happy in the office, but things are rather somber.  I am sure that the recent lay-offs that took place are responsible for this.  I have been trying to think of things that can be done to lift spirits and have come up with a pretty good idea.  I am going to start giving out award certificates to people that are doing a particularly good job.  I am going to make sure that anybody that is deserving will get one for some reason or another.
